Decentralization of the web

Decentralization is the process of distributing or dispersing functions, powers, people or things away from a central location or authority[2]. The web today is accessed via ISP (Internet Service Provider). Once a hostile actor controls or monitors the ISP, they can control and monitor individual web traffic. Hostile actors also look at networka group or system of interconnected people or things. chokepoints. Where does all networka group or system of interconnected people or things. traffic converge to? This is another logical place to control and monitor.
